After finding that Sonia Eberhart, the CEO of Sonova, had hired the hitman to assassinate anybody who would divulge specifics of the environmental destruction the mine would inflict, Gibbs and the NCIS team were getting closer and closer to apprehending her. The episode had several "team" sequences, a subtle nod to Gibbs' upcoming departure.
