Wujing's Army has suffered significant losses after the Task Force recovered the stolen HexRoot program and arrested one of its members, Bo Chang. However, their recent setbacks are not enough to count them out just yet.
The NSA discovers that the HexRoot program was uploaded before the Task Force got it back. This infuriates Senator Cynthia Panabaker. She demands Cooper to bring Chang to her office so she can personally threaten him. Cynthya threatens Chang to reveal the whereabouts of Wujing within two hours, or else he will be taken to a CIA black site. Despite all her efforts, Chang refuses to give up any information on his boss.
But this was all part of Red and Task Force's plan. Red has been planning to lure Wujing and his men to a fake TFHQ building to get proof of his relationship with the FBI. With the help of Panabaker, they manage to get Chang out of the real building and into the fake one. Ressler and Dembe waited in the hall, and armed soldiers are now stationed inside the fake TFHQ, ready for Wujing's arrival.
Red steps in front of Sven and Zhang, urging them to remain calm as they hold guns at each other. Red reveals that his relationship with the FBI is beneficial to his work rather than a hindrance. According to Red, the criminals he helps arrest are the worst of the worst, violating any "honor among thieves", and that they should feel lucky to be arrested instead of being "held accountable" by him.
The Task Force is back in their real home base, looking at the two bodies on the floor with a sense of embarrassment. Cooper receives a call from Red.
Red explains the archives would always be tempting for criminals. The only way to prevent Red and the Task Force members from being targeted was to eliminate any evidence of Red's involvement. Therefore, he used HexRoot to delete any mention of the Blacklist. Cooper is furious, but Red remains calm and advises them to consider whether they can continue working together.
