The Blacklist season 10 episode 3 titled “The Four Guns” officially hit the air on March 12, 2023, with the special return of Robert Vesco. The third episode begins with Senator Panabaker speaking to a crowd when someone shouts "He's got a gun". Cooper pushes Panabaker down, and one of her security guards is shot. Red is with Cooper, and they discuss the Four Guns, which are pickpockets that study their prey and figure out what action provokes a reaction. Actually, she believes they did not take a shot at Panabaker, but that someone else did, and that they will attempt again. Red feels it will take a thief to apprehend an assassin.

Cooper is discussing the matter with the task force at the bureau, and Red is confident that the pickpockets were involved in the attack. The shooter can be seen removing his silicone mask prosthesis, and Red is looking through books with a gold insignia on them. Robert Vesco is given a wrapped package and finds a book inside, "Oliver Twist," with a note from Raymond Reddington. The pistol used to shoot Panbaker's security guard was discovered in a garbage can, with just half a thumbprint. In another scene, Quinton Dodd, alias The Hook, aka The Mechanic, aka The Claw, and so on, is in detention, and he is incredibly smart; he knows the most they have on him is a year in jail. Cooper informs Panabaker about the pickpockets, and she is skeptical, but she eventually believes them. Cooper wants Ressler to accompany her the next time she goes out in public.

Panabaker shoots Row, but not fatally, and when Cooper and Ressler arrive, she orders them to arrest both Roth and Strickland. Dodd and his team have released Vesco from the hospital, and Red is waiting for him in a vehicle. Cooper discovers Panabaker weeping in her office, and they toast. At the end of the episode, Red has another book, Treasure Island, as a present for Vesco.
