What made it tricky was that OP was mostly taking care of Scruff. OP gave him medicine and food and took Scruff for walks. When OP mentioned that he was going to take the dog with him, OP's mom quickly said Scruff wasn't his. That led to OP saying no to looking after the dog since it was not his.
