It would appear that this attempt to astound and amaze the general public by celebrities dates back to the early days of Hollywood itself. It may seem like celebrities are making more of an effort to dress to impress in recent years, but looking back at the most scandalous outfits they wore in the '90s reveals otherwise.
These days, it's not uncommon for people from all walks of life to try to get away with seeming as close to nude as possible while still clothed. Perhaps the stigma associated with being nude has been reduced to the point where this is at least theoretically possible in many parts of the Western world. It may be argued that the 1990s were a more subdued decade. Compared to something more subdued, like Marilyn Monroe's white dress, the styles of the day were certainly shocking. Compared to the clothes celebrities wear now in 2016, the most eye-catching clothes from the '90s look very conventional.
