The FUT TOTY team for the last two FIFA titles have been selected through a combination of player vote and EA's own choice, giving players the opportunity to vote for the players they believe have performed the best in the previous year. FIFA 21 was the first FIFA game to feature a public vote, with EA announcing 70 nominees to choose from. For FIFA 22, there were 80 nominees in total, which were announced in three batches divided by position (Attackers, Midfielders, Defenders, and Goalkeepers)

Leaked information has been a common occurrence for many FIFA 23 promotions, and it is often the case that the full squad is known before the official release. However, since the TOTY team is determined through a fan vote, it is unlikely that there will be many leaks of the TOTY Ultimate XI squad and if there are, it will probably be close to the release date.
However, despite this, some details of the promotion have still been leaked. Besides, reliable FUT leaker @FutSheriff and @UTSources have reportedly leaked the confirmed voting start date, and the official design of the FUT 23 TOTY card, respectively.
According to the leaks, it seems that EA plans to continue using 3D backgrounds for the TOTY card design. The leaked design also retains the traditional gold and blue color scheme commonly associated with TOTY cards. Additionally, FUT Sheriff has reported that the voting for FIFA 23 TOTY will begin on Tuesday, January 10th, however, this has not yet been officially confirmed by EA.
