The Director of the National Criminal Investigation Service, Leon Vance, is an intelligent and well-trained agent who can always be counted on to shake things up. These operatives investigate any crime that may have links to either the Navy or the Marine Corps, including but not limited to homicide, espionage, terrorism, and the theft of submarines.
