That explained why she always had to put a muzzle on him every time she walked him outside. One single time, she was strolling, as usual, in the park nearby with her daughter and Max. Suddenly she saw a girl snatching the dog and driving away.

The OP couldn't catch her but only took a picture of her vehicle's license plate. She immediately reported to the police. On the next day, the police returned with the girl and Max. Seeing the dog in a miserable status, the OP got extremely angry and claimed to sue the looter.

Surprisingly, the girl refused the accusation of committing the crime. She rationalized that she had been noticing the dog was forced to wear a muzzle against his will, hence she just tried to save him because she supposed he had been abused lately.
