OP knows how much Claire loves her dog, but she still refuses to let him enter her house unless he and his owner follow her rules. He will not be permitted in the kitchen, bathroom, basement, on furniture, and will not be allowed outside without a leash.
The service dog is important to Claire, so she considers him a member of her family. Therefore, we can understand why she was upset and shocked by OP's strict rules and requests. However, it is OP's house and everyone should respect her rules.
