Ursula is a master manipulator, yet she just gave Ariel what she wanted and then came to collect what the mermaid owed her. Even though Ariel is aware that Ursula is a sea witch, the girl still approaches her, asks for her assistance, and happily signs away her voice.

Yes, Callaghan did terrible things, but he was not truly evil at heart.
